Board approves Safe Room plans with capacity and construction details presented

Allen & Hoshall Manager Cory Lowery presented the DeSoto County Safe Room site and building plans at the board's Jan. 5 meeting; the board voted to approve the plans and to authorize payment of the related invoice.
Lowery said the Safe Room design includes 155 parking spaces and — based on an assumption of 34 individuals per vehicle stated in the presentation — a capacity of 620 people. He described lighting structures with discussion of solar lighting options, drainage via a retention pond, and said the building exterior is designed to match the adjacent Agri‑Education Center. Lowery described the windows as storm‑graded at 2.5 inches thick and said exterior walls are 10 inches of concrete plus additional insulation. He noted three entrances (front, side and rear) and a detention area; supervisors asked whether a low‑lying area could serve as additional detention, and Lowery said the team would explore that possibility.
Supervisor Lee Caldwell moved to approve the Safe Room construction plans, possibly excluding detention ground work, and Supervisor Mark Gardner seconded. The motion passed with all supervisors voting yes. The minutes reference Exhibit H.3 for plan documents and related invoices.
