Steve Reed, representing Provident Land Partners and speaking on behalf of Dan Griffin, described the application as the second presentation of the request and said the applicant would remove some tracts from the filing to create a buffer for neighboring residences. "We could accommodate them in that way," Reed said, adding that the application "comports with the City of Keene's Master Development Plan." Reed also said two manufacturing facilities tied to a prior 60–61‑acre land deal are expected to break ground soon.
Commissioners questioned whether all adjacent property owners received mailed notice. Reed apologized and said postal address duplication likely caused some notices to be missed and that staff had attempted voice contact. City staff confirmed notices had been posted in the paper and that letters had been sent to properties within 200 feet.
After public comment, a commission member moved to recommend approval of rezoning the listed tracts from SF‑2 to C‑2; another commissioner seconded. The commission conducted a voice/hand vote and the motion passed. Chair Philip Jackson closed the hearing at 6:26 p.m.
The recommendation will be transmitted to Keene City Council for a final decision; no City Council action was recorded during the commission meeting.
