Chief Talley also introduced Mrs. Carmen Rivera as the department’s new Community Resource Liaison. The board approved MPD Proposal No. 12 to pursue management‑based program tools for tracking response‑to‑resistance (use‑of‑force) and internal affairs matters, and approved MPD Proposal No. 17 allocating $7,749 for breakroom upgrades under the FY2020 budget line.
The board approved additional research into establishing a police 'Sub‑Post' to improve coverage after Chief Talley presented a 10‑year research recommendation; that motion carried with Mayor Edwenna Perkins and Trustee I. Brandon recorded as voting no. Trustees and staff discussed oversight and milestone reporting for the outside investigation; Attorney Michael Jurusik recommended milestone reporting language during the discussion.
