Willoughby Council adopts 2026 appropriations, manning ordinance and multiple union agreements

Willoughby — The Willoughby City Council adopted its 2026 appropriations and several personnel and union agreements during the March 17 regular meeting.
Council declared Resolution No. 2026-25 (making appropriations for current expenses through Dec. 31, 2026) an emergency, suspended the usual three reading rule and adopted the resolution by roll call (6 yes, 0 no). The Finance and Audit Committee had met earlier and recommended passage of the 2026 operating budget.
Council also adopted Ordinance No. 2026-26, which provides manning levels and compensation for elected and appointed officials and salaried and non-union employees; the ordinance was passed as an emergency measure with a 6-0 roll call. Following that action, Council approved three agreements with the Ohio Patrolmen's Benevolent Association covering Police Sergeants and Lieutenants (Res. 2026-27), Police Officers below Sergeant (Res. 2026-28), and Communications/Records staff (Res. 2026-29); each measure was declared an emergency and adopted by unanimous roll call votes recorded as 6-0.
Council also adopted several housekeeping and intergovernmental measures, including Resolution No. 2026-21 (internet auction procedures for unneeded property), Ordinance No. 2026-22 (clerical references in zoning chapters), and Resolution No. 2026-23 (an MOU with Lake County amending ARPA fund allocation for the Chagrin River riparian stormwater and water quality project).
