Elko council approves $125,000 schematic design contract for new animal shelter

The Elko City Council approved a professional services agreement (PSA) with Myers Anderson Architects to develop schematic designs for a proposed new city animal shelter. The motion passed by voice vote after council amended the Exhibit A scope to specify programming and site analysis ($25,000) and schematic design ($100,000) and required written acceptance of that adjustment by the architect before the contract is executed.

Ralph (speaker 22), who led the selection committee, said staff had evaluated multiple proposals and recommended Myers Anderson based on proximity and recent local projects, noting the firm had completed the Boys & Girls Club design. Richard Creason (speaker 24), representing Myers Anderson on the call, described the scope as schematic drawings, renderings and program verification to align the facility to operational needs.

Council and staff discussed site‑analysis details and said the firm would examine up to three preliminary city‑owned sites to identify water, sewer and power feasibility. Staff indicated they have identified roughly six city‑owned locations for consideration and intend to use a committee to narrow options. Council approved the motion with the condition that the formal Exhibit A be replaced with the specified scope and that Myers Anderson confirm that change in writing.

Next steps: staff will finalize the exhibit language with Myers Anderson and proceed with schematic design and site analysis. The contract as amended directs architects to coordinate program verification, preliminary site layouts and renderings so the city can pursue fundraising and further design work.
