Cumberland County commissioners on April 13 approved staff’s recommendation to select LS3P (Wilmington, N.C.) as the preferred firm to conduct a comprehensive feasibility study for a proposed county aquatics center.
County Manager Greer outlined the RFP process: the request for proposals closed Feb. 20, 2026; interviews were conducted March 27; and four evaluators reviewed firms’ understanding of the project, approach, experience and proposal clarity. Staff recommended LS3P as the preferred choice and asked permission to negotiate a refined scope and final price to bring back for commissioner approval.
Commissioner Patel moved to approve the selection and authorize staff to enter contract negotiations; the motion was seconded and carried on the board’s voice/hand vote. When asked, staff confirmed LS3P’s Wilmington location.
No substantive amendments to the firm selection were made during the meeting; staff will return with a negotiated contract, scope and final price for formal board approval before contract execution.
