County readies small‑business incentive guide to boost business retention

Carlton Bishop, LaPorte County Business Retention Manager, used the Nov. 12 meeting to describe the county's approach to retaining and supporting businesses. Bishop said staff routinely visit businesses—focusing on mid‑sized and larger employers—to identify needs, connect firms with workforce programs and the Small Business Development Center, and explain how county incentives and abatements work.
To better reach smaller firms, staff developed a business incentive guide that explains county resources, how tax abatements operate (abatements are overseen by County Council and not granted directly by redevelopment staff), and the basics of TIF districts. Bishop said the guide is intended to prompt business owners to request consultations and that staff plan to launch it early next year; he invited feedback from commissioners.
Reardon added that outreach includes proactive visits (about three businesses per month) and that economic development is often about guiding businesses through permitting, planning, and funding processes rather than simply offering incentives.
The Commission did not vote on the guide; staff will return with final materials when ready.
