Garden City Mayor Michael Marlan Leonhardt opened a public hearing March 12 to review Ordinance #26-03, which proposes updates to short-term rental (STR) violations and penalties. The council solicited public input on enforcement and licensing details.
Cyndy Dowland, a meeting participant, said she had been asked to act as an emergency contact for a neighbor’s rental and urged that rental operators notify and inform those emergency contacts about their obligations under the new licensing rules. Dowland said the updated licensing will require emergency contacts to sign a statement acknowledging they understand the requirements.
Council members did not debate the ordinance on the record during the public comment period. No formal vote on Ordinance #26-03 was recorded at the hearing. The council subsequently voted to close the public hearing and return to the regular meeting at 6:29 p.m.; that procedural motion was moved by Council Member Susann House and seconded by Council Member Pat Argyle and carried unanimously among members present.
The hearing provided the council with public feedback on enforcement and notification practices for STRs; the council did not indicate a final decision or adoption during the session. The next procedural step (noted in the meeting) was to conclude the hearing and continue the council’s regular agenda.
