Garden City council adopts commercial zoning updates, standardizes 'storage facility' term

Council Member Brad Davis moved to adopt Ordinance #26-01.2, which amends permitted and conditional uses in commercial zones and replaces references to “storage shed(s)” with “storage facility.” Council Member Pat Argyle seconded the motion. The motion carried with Council Members Pat Argyle, Brad Davis, Susann House and Dan Larsen voting in favor.
Council Member Susann House then moved to approve Ordinance #26-04, updating permitted uses in the C3 commercial zone; Council Member Brad Davis seconded. The council voted unanimously in favor. Both measures passed on voice votes recorded by the clerk.
Supporters said the changes give the Planning Commission clearer discretion to regulate outdoor storage and improve consistency in zoning language. During debate, Council Members discussed adding a definition for “outdoor storage” that would include vision-barrier fencing and other site conditions; Council Member Dan Larsen and Council Member Brad Davis volunteered to draft clearer language and return it to the council for the May agenda.
No amendments were made on March 12. The council did not act on a separate proposed Ordinance #26-05 (a suggested storage-facility definition) and directed staff and the Planning Commission members to refine language and return in May.
The ordinances take effect according to the town’s codified ordinance adoption rules; the clerk’s office will publish final language and effective dates once the ordinances are formally prepared and signed.
