Fayette County approves series of layoffs, hires, promotions and retirements

The Fayette County Board of Commissioners on Feb. 17 voted unanimously to place and approve a wide array of personnel actions across multiple county departments.
Human Resources presented items that included the layoff of Blake Wharton (Maintenance Worker III), the resignation of Mary Maskarine (Custodial Worker III), and the ratified promotion of Walter Baird to Custodial Worker III. Commissioners ratified the hiring of Morgan Keteles as Assistant Chief Clerk (PG 17, Step SR, $21.37/hour), effective Jan. 28, 2026.
Transit and FACT staffing changes included the retirement of Walter Wilson (full‑time bus driver, effective Feb. 2), the ratified hire of Christopher Myers and Derek Snyder as full‑time (non‑CDL) bus drivers (SEIU, PG 12, $17.45/hour), and the transfer of Dwayne McShane to a full‑time bus driver position. FACT also ratified the hiring of Christine Sokol as Dispatcher (NON‑U Supervisor, PG 9, $22.99/hour).
Other departmental actions included resignations in Children & Youth Services and Public Defenders, a layoff in FACT (Kristine White, Accounting Specialist), and a layoff in the Tax Claim office (Nanette Guittap, First Assistant Tax Claim). The Fayette County Behavioral Health Administration reported a resignation (John Ghezzi, Caseworker I) and a promotion (Keara Hickenbottom to Caseworker 2). Finance reported the layoff of Cristy Guess (UPI Technician). All personnel motions were moved by Commissioner Harry Dutch Kaufman, seconded by Commissioner Vince Vicites and recorded as unanimous votes by Commissioners Dunn, Kaufman and Vicites.
The motions placed the personnel items on the agenda for formal ratification at the Thursday meeting and authorized relevant departments to effectuate the personnel changes.
