Gallo said the plan itself does not commit the elected body to specific projects but is required to reference in applications for implementation funding.
Staff highlighted one immediate funding opportunity: the Federal Highway Administration's Safe Streets and Roads for All (SS4A) implementation program. The grant can fund design and construction, right‑of‑way and environmental compliance; awards have reached $25 million, though the typical award is closer to $10 million. The program requires a 20% local match; staff said the state's Build Kansas Fund may cover most or all of that match for eligible projects.
Commissioners had clarifying questions about Build Kansas and the list of candidate locations. Marcy said the project list grew from an online public comment map (more than 500 tips), outreach to community groups and a broad steering committee that included school districts and public safety staff.
Chair moved for approval and to fast‑track the item to the April 16 full commission meeting; the clerk recorded a roll call vote of 6‑0 in favor.
Next steps: staff will present the adopted plan and any project selections to the full commission and prepare an SS4A grant application ahead of the May 2026 deadline.
