Indiana County commissioners approve housing authority plan, authorize $85,000 DCED grant request, and OK $2,076.90 change order for food bank renovation

The Indiana County Commissioners took several unanimous actions at their March 11, 2026 meeting in the Commissioners’ Hearing Room.
On a motion by Commissioner Sherene Hess, seconded by Commissioner Bonni S. Dunlap, the board approved the Annual Public Housing Agency Plan submitted by the Indiana County Housing Authority at the request of Shannon Kundla. The plan outlines the Housing Authority's policies on deconcentrating low‑income families through its housing programs; no contentious debate was recorded.
The board also authorized the filing of a Pennsylvania Department of Community and Economic Development (DCED) Municipal Assistance Program (MAP) grant application to fund an update to Indiana County's Comprehensive Plan. Josh Krug of the Office of Planning & Development requested the authorization. The project budget is estimated at $170,000, with an $85,000 request to DCED and the required 50% match secured through county funds and Planning Office staff in‑kind contributions. Commissioner Hess moved, Commissioner Dunlap seconded, and the resolution carried unanimously.
Finally, the board approved Change Order #2 for the Indiana County Community Action Program (ICCAP) Food Bank Renovation Project at the request of Byron Stuaffier and on behalf of ICCAP and Stiffler‑McGraw Architects. Change Order #2 is for $2,076.90 to remove and replace an existing vertical steel channel supporting electrical service lines, fabricate and install a new post, flash to new roof panels, and reconnect service lines with Penelec. With approval, the revised contract with LMJ Contractors, Inc. is $497,076.90. The additional cost will be covered by Community Development Block Grant (CDBG) funds. Commissioner Hess moved the action and Commissioner Dunlap seconded; the motion carried unanimously.
Chairman R. Michael Keith was recorded as absent. The meeting adjourned at 11:12 a.m.; the next regular meeting is scheduled for March 25, 2026 at 10:30 a.m.
