Keokuk City Council approved a development agreement May 1 with Robert William Properties LLC for rehabilitation of 120 North 9th Street under the Home Rehabilitation Block Grant Program and obligated $50,000 from the program to bring the property up to minimum standards for rental occupancy by low- to moderate-income families.
City staff said the council previously approved the sale of the property and that the attached development agreement ensures the recipient will comply with grant requirements for 15 years. The agreement was inadvertently omitted from the council packet and printed for council members during the meeting. Staff recommended approval and the council voted in favor.
Why it matters: The agreement uses federal/state/local grant program funds to preserve and return a property to the local rental market for qualifying households, and imposes a 15-year compliance period tied to grant requirements. The mayor is authorized to sign the development agreement.
