West Irondequoit board hears budget update projecting use of $2.3 million in reserves

Director Brennan presented the board with the latest budget-development status for 2026–27, saying the district is building its proposal around the Governor’s budget while Albany finalizes state action. He said total state aid in the draft is just under $50,000,000 and that the working budget envelope is $105,517,417.
“Currently we’re projecting to use about $2,300,000 of savings, which is about 2.2% of our overall budget,” Brennan said, noting the district is seeking to minimize use of reserves for sustainability. He also said the proposed tax levy increase is 2.04%, which would raise approximately $930,000, and that the projected tax rate is $22.21 per $1,000 assessed value.
Brennan reviewed revenue assumptions (state aid, tax levy and local revenue), debt-service timing related to the RISE project and a modest capital project planned this year (an elevator renovation and roof/foyer repairs in the high-school complex) financed largely through building aid and reserves so no additional levy increase would be required. He said the district is using building-aid projections from its financial advisors to adjust the envelope and expects some variance when the state budget is finalized.
Board members asked about contingency plans should Albany increase or decrease aid. Brennan said modest additional aid would reduce reliance on savings; the district will present a full proposed budget to the board in two weeks, followed by a budget hearing on May 7 and a vote on May 19.
What’s next: staff will finalize sign-ups with BOCES and complete the budget packet for the April board meeting, then hold the public hearing and bring the budget to voters in May per the posted timeline.
