Potter County approves human services contracts; several behavioral‑health inpatient rates rise

The Potter County Commissioners on Feb. 19, 2026 approved a set of Potter County Human Services (PCHS) contracts covering Jan. 1–June 30, 2026, for alcohol and drug abuse services.
The packet shows DARS Manos House (facility #361119) Level 3.5 inpatient adolescent male services at $208.00 per day with no change from prior pricing. Avenues of Recovery at Valley Forge (facility #467152) had new rates for adult inpatient services: Level 3.5 increased from $429.00 to $471.00 per day; Level 3.7 increased from $495.00 to $544.00 per day; Level 3.7 withdrawal management increased from $500.00 to $550.00 per day. The packet lists Inpatient 4.0 withdrawal management at $789.00 per day with no change; the meeting packet displayed a typographical duplicate dollar sign for that line which has been corrected here to a single $789.00/day to reflect the intended rate in the contract table.
Commissioner Robert W. Rossman moved approval of the PCHS contracts; Commissioner Paul W. Heimel seconded. The board approved the item by unanimous vote.
The contracts were listed in the meeting materials with facility numbers and service level descriptions; the county did not discuss additional programmatic changes during the meeting. The human services fiscal summary and accounts payable for human services were also presented and approved as part of the consent fiscal items.
The PCHS contracts take effect as listed in the packet for the first half of 2026; any invoices will follow the approved daily rates.
