Bateman said the dedicated library property tax remains the primary funding source, accounting for roughly 60–65% of revenue and has not increased since the early 2000s; revenue growth has been largely tied to population increases. The proposed budget includes a new revenue line for facility reservations and rentals, conservatively estimated at $20,000 to help offset higher operating costs. Staff also reported that recent federal grant applications have been unsuccessful and that state technology grant support decreased by about $12,000 annually.
Council members discussed options to address the shortfall, including a potential adjustment to the dedicated library property tax, pursuing additional grants, and increasing revenue from programming and facility rentals. Council acknowledged this fiscal year will be a transition year while the new facility comes online. No final funding decisions were made at the March 18 meeting.
