Elko adopts updated building codes and new valuation fees to take effect Jan. 1

On Dec. 9 the Elko City Council adopted Ordinance No. 907 to update the city’s building regulations by adopting revised International and standardized building codes and made corresponding amendments across multiple code chapters. Staff told the council a business impact statement was completed and no objections were received during the posting period.
Council also adopted Resolution No. 18-25 amending building valuation fees that implement associated plan-review and permit-fee changes. Staff explained the fee changes are slated to be implemented Jan. 1; the building-code adoption includes a six-month grace period for projects already in plan review so they will not be subject to mid-plan code changes. However, plan-review fees tied to the new fee schedule will be effective immediately once the resolution is adopted.
Council members thanked staff for their work compiling the code revisions and noted the rules will bring local regulations into alignment with contemporary model codes. The measures passed unanimously.
Staff said the new fees will be posted and that property owners who submit applications prior to the effective dates will be subject to the grace rules described during the meeting. Departments will monitor implementation and respond to technical questions from applicants during the transition period.
