Elko council roundup: warrants, road completion, licenses ratified and code updates set for public hearing

At its Oct. 28 meeting, Elko City Council moved through multiple routine and action items in a single session.
Finance and warrants: Council approved regular warrants totaling $3,055,571.85, hand-cut checks of $416,211.87 and utility refunds following staff presentations and motions.
Public works: Staff reported Great Basin Engineering substantially completed the Hot Springs Road (ELD-2025-373) repair project; the contract was reduced from the original $399,602.89 by change orders and quantity adjustments to approximately $337,000. The council voted to issue substantial completion.
Licensing: The council ratified multiple temporary and regular retail/package liquor licenses that had been issued by the police chief after background/fingerprint checks, including approvals for Brandy's Bar (Brandy Fretwell), Iron Pig LLC, Commercial Fund Center, Evergreen Flower & Gift Shop, and Summit Gas & Food LLC. Staff said fingerprint processing delays are a state issue that lengthens temporary license periods.
Streets and land use: Council authorized staff to defer requiring curb, gutter and sidewalk installation on Messler Drive until additional right-of-way is acquired and final construction design is complete. The council also conducted the first reading of ordinance 906 to amend the administrative code and building regulations (including moving inspection call-ins to the day before) and set the item for public hearing and second reading.
