Elko council approves expanded flood assessment contract to study groundwater, storm drains

Elko City Council on Oct. 28 unanimously approved expanding the scope and budget for a flood vulnerability assessment, directing staff to contract with Hansen, Allen & Luce for additional groundwater and storm-drain analysis.
Staff noted the project originally budgeted $106,450.90; the expanded scope will provide a more comprehensive understanding of local flood pathways and groundwater interactions. City engineering staff said the additional analysis is important for accurately mapping flood risk and informing mitigation work and potential grant funding.
Councilmembers asked whether any critical elements were omitted and whether the firm would provide clear next steps once the report is complete. City staff and the consultant recommended treating this phase as an initial data and planning phase, with any implementation requiring later design and funding approvals. The council approved the increased not-to-exceed amount and directed staff to return with the report and recommendations when available.
