Valor Atomics representative Jess Housekeeper told the Castle Dale City Council the company’s demonstration reactor at the Utah San Rafael Energy Lab site west of Orangeville has its main structure in place, with wiring and communications under installation and a target completion date of July 4, 2026. He said many components are pre-manufactured and tested off-site to accelerate construction while maintaining safety.
"Safety for personnel, the public, and the environment is the top priority while working quickly to complete the project," Housekeeper said, stressing that the reactor uses heavy shielding and is designed to safely contain fuel. He described the design as helium-cooled, requiring minimal water—about 10 acre-feet for industrial use—and noted that several components were transported to Utah by C-17 aircraft as part of a demonstration of rapid deployment.
Housekeeper told the council the project has relied on local contractors and vendors, citing Nielsen’s Construction for concrete and TSJ for dirt work, and that the site is located on Coal Haul Road west of Orangeville. He described multiple layers of fencing, coordination with law enforcement and emergency management, and on-site security guards as part of the security plan.
Castle Dale’s fire and emergency officials said they have been preparing for new energy developments countywide. The Fire Department reported ongoing joint training with neighboring departments, hazardous-materials preparedness, and planned exercises specific to battery sites and nuclear-response topics. Department representatives requested that Castle Dale and Orangeville fire crews be invited to future Valor Atomics site visits "so they can develop a fire response plan," and noted they will share any site-visit reports across county emergency teams.
No formal decision by the council was recorded on the Valor Atomics presentation. Council members thanked the company for sharing technical and safety details and emphasized continued coordination among local governments and emergency services as energy projects proceed.
