Council and utility trustees noted the city has faced ODEQ (Oklahoma Department of Environmental Quality) compliance challenges dating to 2019; the project is presented as the next step to address those matters and to increase capacity for growth. Trustees approved the contract by roll call.
Hightower said the contract’s execution will be followed by a pre‑construction meeting scheduled later this month and that staff will return with schedule and coordination details as the project progresses.
