Aaron Takaba, division chief in the county traffic division, described the measure as a response to a safety concern: “The intent of bill 129 is to address a traffic safety concern on Ali'i Drive in certain parts along, Waikahalu Beach Park... And the concern being when the cars are parked in certain areas, the pedestrians have to walk in the roadway making it unsafe for passing cars.” The council moved to amend Bill 129 with administrative updates reflected in communications 722 and 722.2 to match field conditions and clarify new no‑parking zone locations.
Councilmember Huestis and others expressed support for the amendments. The motion to amend carried (8 ayes, 1 excused) and the bill as amended was approved at first reading by the same margin. The measure will return for additional readings as part of the county code amendment process.
Next steps: staff will finalize signage, field markings and coordinate outreach to affected residents and park users ahead of implementation.
