Council approves first readings for two CU Hawaii Federal Credit Union zone changes after parking assurances

At first reading March 18, the Hawaii County Council approved Bills 130 and 131 to change zoning for two Hilo properties so CU Hawaii Federal Credit Union can build a branch and associated parking.
Councilmember Villegas asked whether a provision could prohibit paid parking in the future. Consultant Darren Arai, representing CU Hawaii, said, “I think well, obviously, the intent of CU Hawaii is to make itself parking, available primarily to its members,” and suggested the applicant would not object to a restriction if appropriate in zoning language. James Takamine, president and CEO of CU Hawaii, told the council, “We do not have any plans to charge for parking.”
Councilmember Connie Lee Kleinfelder asked whether the parking area would be paved; Takamine answered, “Yes.” After brief discussion and two recusals noted, the council approved both bills at first reading: each passed with seven ayes, one recusal and one excused member.
Next steps: both bills will proceed through the council’s ordinance process for additional readings and final action.
