Planning commission approves StoreAll CUP amendment to add 9,631-square-foot storage building

The Fernley Planning Commission voted unanimously to approve an amendment to conditional-use-permit CUP 23004 that allows StoreAll LLC to add a 9,631-square-foot storage building to its approved mini-warehouse project and clarifies phase 1 phasing and minor site changes.
Senior Planner Alisa Johansen told commissioners the site is about 11.32 acres and was originally approved in 2023; the amendment follows an easement extinguishment along the southern boundary that allows placement of an additional building. "This allows for one additional storage building consisting of 9,631 square feet," Johansen said, noting the applicant is using exterior building walls to meet the required perimeter masonry wall and that conditions of approval address compatibility and setbacks.
Johansen said staff found the amended project consistent with the master plan and recommended approval subject to the existing and slightly updated conditions, including perimeter masonry walls, additional setbacks adjacent to residential zones and required traffic and stormwater mitigation. On Highway 95A improvements, Johansen said there is "no true widening" proposed but staff expects curb, gutter, sidewalk improvements and a deceleration lane at the site entry.
Christopher Maltz of Hartfield Engineering, the applicant's engineer, explained drainage. He said the conceptual drainage study identified three retention basins because the site is a natural sump from former agricultural use and that two basins are shown on phase 1 plans because the northern basin lacks capacity for all runoff. "We determined that we need to install the second drainage basin to fully account for runoff," Maltz said.
Commissioners pressed staff and the applicant on visibility and maintenance of basins and how construction-phase permitting would ensure ongoing maintenance; Johansen replied that maintenance details are generally required during site-improvement and construction-permit reviews rather than in the CUP entitlement.
Commissioner Holt moved to approve CUP 23004 AMD1 for StoreAll LLC, subject to Conditions 1–35; Vice Chair McCullough seconded. The commission recorded unanimous votes from Commissioner Wagner, Vice Chair McCullough, Commissioner Williams, Commissioner Holt and the chair. The approval allows the applicant to amend the site-improvement permit should no appeal be filed and proceed to construction permits required by subsequent reviews.
The commission opened public comment on the item; no members of the public spoke during the live comment window. The decision is subject to the standard appeal period and the site-improvement review process that will update drainage and operational details.
