Commissioners ask for briefing after reports of proposed Mark4 power plant near Fernley

Several Fernley commissioners asked staff to schedule a presentation or community workshop after reports that Mark4 presented to Lyon County about a modular gas-fired power plant proposal. Commissioner Wagner raised concern that the city has not been included in discussions and described media reports referencing an initial 250-megawatt phase and a possible expansion to 1.8 gigawatts.
Planning director Michelle Rambeau said the Lyon County commissioners heard presentations but that no application has been submitted to the City of Fernley and no formal contact with Mark4 has occurred. Staff noted the development code would allow power generation only through a conditional-use permit process if an applicant applies in city limits.
Commissioner Wagner said he wanted to “jump in front of this” with either a presentation from Mark4 or a community workshop so Fernley can understand potential impacts. City attorney counsel reminded commissioners to limit substantive discussion until an agenda item can be posted consistent with open-meeting law. Staff indicated such a presentation or workshop could be scheduled as a future agenda item or community outreach event.
