Summary
Council authorized Schroeder Law Offices to advise the city on water-rights and lease opportunities involving Libra Solar LLC; Interim City Manager said Libra Solar plans to lease about 500 acre-feet of water through June 2028 and would reimburse legal fees.
The Yerington City Council voted Feb. 23 to approve a contract with Schroeder Law Offices, P.C. to provide legal services related to water-rights matters and possible lease agreements involving Libra Solar LLC.
Interim City Manager Jerry Bryant told the council the water-law team would work on matters pertaining to Libra Solar, which Bryant said had proposed leasing about 500 acre-feet of water on terms extending to June 2028. Bryant said Schroeder had waived a retainer and that Libra Solar would reimburse the city for legal fees related to preparing the documents.
Councilman Omar Lopez moved to approve the legal-services contract; Councilman Nick Beaton seconded and the motion passed unanimously. During public comment Jim DeChambeau urged councilors to reconsider striking a deal with Libra Solar, saying he did not believe the city had to enter an agreement because the project lies outside city limits.
The contract approval gives city staff authority to retain Schroeder Law Offices to perform water-rights work described in the agenda packet. The meeting record does not show the council approving any particular lease or PILOT agreement related to Libra Solar at this session; any lease or PILOT would require separate action and possible additional review.
