District reports LED lighting retrofit underway at multiple campuses; committee asked how work will align with master plan

Van Pelt reported that the district‑wide LED lighting retrofit began construction in April and showcased before‑and‑after images to the Citizens Bond Oversight Committee.
"This project's already underway. We started construction in April. Orion is already complete. Garfield is on punch list, and they started on Taft this week," Nick Olsen said, adding that the lighting work includes energy‑saving controls.
Committee members asked how the lighting schedule and priorities align with the facilities master plan and whether the district risks retrofitting buildings that will later be modernized or demolished. Van Pelt said the team coordinated the retrofit schedule with the master plan and can issue deductive change orders (and obtain contract credits) to remove buildings from the lighting contract if the implementation plan later changes project scope.
On costs and procurement timing, staff said the contract for the lighting work was signed before recent tariff volatility and that bulk purchases were made to lock pricing; outstanding specialty electrical material will be ordered with contractor input to ensure correct sizing.
Why it matters: The lighting retrofit is an early Measure S action intended to improve classroom lighting and energy efficiency across many campuses. Committee members asked that prioritization be revisited after the master plan’s implementation scoring is finalized to avoid redundant work.
