The Fernley City Council voted 4–0 on July 2 to approve Additional Service Request (ASR) 0.03 with TSK to advance the Community Response and Resource Center’s (CRRC) early learning center (ELC) design from 50% to 100% construction documents.
Deputy City Manager Lydia Altek said TSK quoted $258,590 for the design completion, including subcontractor work. She told the council the city has cost savings from earlier CRRC line items (optional professional services, geotechnical and survey work) and approximately $296,662.50 in budgeted but unspent contract funds; staff estimated continued expenses for June and July but projected a net savings of roughly $100,000 depending on final invoices. "We can use existing contract savings and are proposing to accelerate the ELC design under the current contract," Altek said.
Councilmembers asked for clarity on monthly billing: Altek said recent invoices were about $32,000–$34,000 for two months and estimated June–July might total $30,000–$60,000. Councilwoman Zaberski asked that the advisory committee and council remain involved during the 100% design phase. Councilman Hannon moved to approve ASR 0.03; the motion passed by verbal roll call 4–0.
Altek said the 100% design would allow the ELC to be submitted for building permits and that construction scheduling will depend on securing build funding. The project schedule presented by staff estimated the broader CRRC work could be complete in about 74 weeks if construction funding were immediately available.
