Lincoln County adopts revised credit-card policy, requires commission approval for new cards

Lincoln County commissioners on Oct. 6 adopted revisions to the county credit-card policy that, among other changes, prevent entities from receiving a new county credit card without prior Commission approval and emphasize timely submission of receipts.
Treasurer Shawn Frehner and Recorder/Auditor Amy Elmer presented the proposed policy changes and described outstanding questions about submission timing and enforcement. Janine Woodworth, the board chair, said the commissioners themselves will need training on the policy and submissions. "The travel policy goes hand in hand with the credit card policy," Janine said during discussion.
The revised policy makes it the department head’s responsibility to ensure employees authorized to use county cards submit receipts and vouchers promptly; county staff said the draft does not yet specify precise sanctions for late submission. Amy Elmer told the board that if users are irresponsible they will be reported to the commissioners and that only authorized people are permitted to use the voucher system.
Commissioner Mike Reese moved to adopt the credit-card policy; Janine seconded and the motion passed unanimously.
The board directed staff to return with any required implementing procedures and suggested training for elected officials and department heads to ensure compliance.
