County staff to survey dormant communications sites after BLM questions long-unused rights-of-way

Planning/Building Director Cory Lytle briefed the board on a set of county-held communications and tower sites in the Pahranagat and Delamar ranges that have been dormant for decades and are now attracting attention from the Bureau of Land Management.
Cory said BLM has advised the county that the sites must either be made functional or the county must provide a plan for them. The sites had served a TV district historically but are no longer used; as owner/manager the county bears responsibility for maintenance and clean-up. Cory told commissioners that the county could keep the sites but would need to identify a purpose; otherwise the county should prepare to remove equipment and remediate the land. He offered to perform on-site assessments and return with cost estimates.
Commissioners asked about relative costs and the county’s options; no decision was made and staff were asked to prepare a report with photographs and an estimate of cleanup costs before any further action.
Next steps: Cory Lytle will inspect sites in person and report back with a scope and cost estimate for board consideration.
