Lincoln County opens CDBG hearing; staff say county currently not eligible under LMI requirements

The Lincoln County Board of Commissioners opened a public hearing July 21 to provide information about potential State Community Development Block Grant (CDBG) applications. County Grants Administrator Denice Brown told the board Lincoln County has received $6,694,710.82 in CDBG funds since 1984, but said the county is currently not considered qualified under the program’s low‑to‑moderate income (LMI) criteria.
Brown and staff member Jeff Fontaine explained the county can pursue specific project sites or household surveys to demonstrate qualifying LMI activity and will hold two additional hearings: one to solicit potential projects and a third to prioritize applications for 2026. Brown said she will work with Fontaine to review and advance proposals that meet program rules; no applications were submitted at the July 21 meeting.
Chair Woodworth closed the hearing by motion and the board voted unanimously to adjourn the public hearing portion. Staff emphasized the eligibility determination depends on census and LMI calculations; follow‑up work is required to assemble qualifying projects.
Next steps: staff will conduct surveys and site assessments, solicit project proposals, and return to the board in subsequent hearings to prioritize CDBG applications.
