Lincoln County commissioners approve routine business, wage increases and emergency plumbing contracts

The Lincoln County Board of Commissioners met July 21 in Pioche and approved a series of routine and emergency measures, including wage increases, emergency plumbing contracts and an appointment to the Pioche Town Board.
Chair Janine Woodworth called the meeting to order at 9:00 a.m.; Clerk Lisa Lloyd confirmed a quorum. After opening formalities the board moved through the consent agenda. Commissioner Mike Reese moved to approve the consent agenda with the exception of the minutes; Commissioner Diane Path seconded and all voted in favor.
Recorder/Auditor Amy Elmer presented the county’s fund balances: General Fund $3,702,940.46; Federal In Lieu $1,485,636.46; Grants $583,815.67; Detention Center $86,461.05; Solid Waste $75,196.64. The board voted unanimously to approve vouchers and payroll as presented.
On personnel matters, the board approved wage increases for library staff: Emily Lomprey to $10.50 per hour, Kaitlyn Jorgensen up to $11.00 per hour and Library Director Sharron Faehling to $30.04 per hour, effective July 16, 2025. The board also approved budgeted wage increases for Nutrition, Homemaker and Transportation staff, effective the same date, and raised the part‑time custodian’s rate from $15.45 to $16.50 per hour.
The board approved a resolution to transfer the county’s 2025 private activity bond cap to the Nevada Rural Housing Authority, and approved a letter of support for regional economic development initiatives from the Lincoln County Regional Development Authority. The board also approved an interlocal agreement with the State of Nevada to use election equipment and the voter registration system at an estimated cost of $3,778.90 per year.
Because a sewer line crosses private property and planned courthouse and museum/library renovations would leave the museum without restroom access during demolition, the board authorized emergency contracts with Rob Phillips Plumbing to repair and renovate sewer lines and fixtures for the library/museum and the courthouse; both motions carried unanimously. The museum will be closed during demolition and a unisex, ADA‑accessible restroom will be installed.
Commissioner Reese moved, and Commissioner Path seconded, to appoint Suzanne Reifsnyder to the Pioche Town Board; the motion passed unanimously. The board also approved reimbursing the Lincoln County Road Department for agreed work on courthouse sewer and water infrastructure.
Several items were tabled for further work, including the Alamo Industrial Park sales agreement and a Vertical Bridge settlement agreement. The Byway Adventures facility‑use agreement was continued so the district attorney can provide redline language requiring liability insurance naming the county as an additional insured and a hold‑harmless clause; Library/Museum Director Sharron Faehling asked to be included in future facility coordination.
The meeting included routine department updates on courthouse demolition and museum/library renovations, road washouts and flood repairs, and scheduling for the Planning Commission and other committees. Chair Woodworth adjourned the meeting at 11:44 a.m.
