The Carson City Planning Commission voted to conditionally approve a conditional use permit allowing a cosmetics manufacturing operation and limited on‑site hazardous materials storage at 2136 East 223rd Street.
Assistant Planner Jacob Collins described CUP000001‑26 as a cosmetics contract‑manufacturing operation that would receive bulk materials, combine and package products, and ship them from loading docks. Collins said the operation "will include 80 full time employees according to the applicant," with deliveries and shipments occurring through the building's loading docks during normal business hours. He also described H‑3 occupancy areas in the interior where hazardous materials will be stored and mixed and said oversight and inspections will be provided by the LA County Fire Department and the health and hazardous materials division.
Collins told commissioners staff found the project consistent with the site's light‑industrial designation and applicable criteria in Carson Municipal Code section 9.172.21. He said a 2020 initial study and mitigated negative declaration for the larger Panatoni project addressed industrial and hazardous‑materials uses and, per CEQA guidelines, staff determined no further environmental analysis was required absent substantial change.
Staff recommended conditional approval with a required operational labor agreement: "prior to project operations, the project applicant shall enter into an operational labor agreement with the City of Carson to implement a local hiring program consisting of reasonable efforts such as local job fairs," Collins said. With that condition staff recommended adoption of Resolution 26‑2901.
Gerardo Tufano, CEO and president of Cosmetics West and the applicant, spoke in support of the permit, described the company as part of an international group and said hazardous materials make up "a small part of our activity, approximately 5% of our business," and that materials are handled under strict protocols. Tufano told the commission the company has operations in other Los Angeles‑area buildings, has more than 30 years of history, and said the firm is "fully aligned" with the conditions of approval and applicable regulations.
No members of the public spoke during the hearing. Vice Chair Diaz moved to adopt Resolution 26‑2901 with the staff wording addition; Assistant City Attorney Jones requested a clarification that the resolution title shown on the screen contained excess wording, which the commission noted. Commissioner Doug Dassel seconded the motion and the chair announced the motion carried.
The conditional use permit as approved includes the staff‑recommended local hiring condition and the commission adopted Resolution 26‑2901. Chair Thomas welcomed Cosmetics West to Carson and commissioners thanked staff for their report.
