Saint Peter’s City Council on Feb. 9 approved resolutions to decertify two tax-increment financing (TIF) districts and to remove exhausted parcels from a third district, actions staff said will return money to the tax rolls and slightly lower the city’s tax rate.
City administrator Todd told the council the first two resolutions — to decertify TIF District No. 1‑15 (Washington Terrace) and No. 1‑22 (the Mary’s Flowers area along Highway 169) — are required when a district has satisfied its funding mechanism or reached the statutory timeline. “Any excess dollars that were accumulated by the district then get distributed back to the county and redistributed to the appropriate taxing jurisdictions by the county auditor,” Todd said. The council approved both decertifications by roll call.
On the Nicollet Meadows district (TIF No. 1‑10), Todd described a narrower step: removing parcels that no longer generate increment revenue and returning that value to the general property tax base. He estimated that removing the parcels would put roughly $75,000 to $95,000 back on the tax rolls and said, “I would expect this will drop the tax rate by at least a half a percent.” Council members approved the parcel-removal resolution by roll call.
The measures do not change past commitments or create new city spending obligations; they reassign incremental revenue that was sequestered under TIF rules back to county distribution and the ordinary property‑tax process. The council carried both the decertifications and the parcel-removal motion without recorded opposition, and staff said they expect to return later for full decertification of the Nicollet Meadows district when appropriate.
