Council accepts $10,000 Carnegie gift, appoints HRA member and approves routine resolutions and fee changes

The Fergus Falls City Council on Feb. 17 approved a package of routine actions and several administrative items.
Carnegie Corporation gift: Gail Hedstrom presented a $10,000 donation from the Carnegie Corporation of New York to the Fergus Falls Public Library "in celebration of the 250th anniversary of the Declaration of Independence," reading the accompanying letter from Carnegie. The council voted to accept the gift; the donation is unrestricted for library use.
Appointments: The council moved and approved a five‑year appointment of Colin Kramer to the Fergus Falls HRA board. The roll call noted one abstention.
Fees and other routine measures: The council approved a set of consent‑agenda items including minutes, licenses, code changes to boards and commissions, a quitclaim deed for a property sale and a resolution to submit a grant application (up to $30,000) to the State Historic Preservation Office to support outreach for a potential commercial historic district nomination. City staff (Bill) presented a proposed fee schedule change: kids camp fees will increase from $230 to $250 per two‑week session and the non‑ice daily arena rental (dry land use) will increase from $250 per day to $750 per day, with a half‑day rate of $450; council discussed comparables in the region and approved the change.
Ordinance: Council introduced (first reading) an amendment to chapter 121 on cannabis business regulations (ordinance 78, series) and scheduled a second reading in two weeks.
Pay bills and audit: Council approved the motion to pay the bills. Finance staff said 2025 audit entries are being prepared and the audited financial report is expected to be presented to council in early June; staff also said council members will be given logins to the myViewPoint system to review invoices and supporting documents.
Announcements: Staff noted Habitat for Humanity tax credit availability and upcoming meeting dates; the chair adjourned the meeting.
