The board approved a contract with an immigration support service to assist VCUSD in recruiting qualified foreign‑trained teachers under H‑1B visas to fill critical vacancies, especially in special education.
Assistant Superintendent Chamberlain said the vendor vets candidates, assists with credential reviews, handles visa paperwork and provides local support (housing, orientation and community integration). "This allows us to bring trained, qualified individuals when we cannot hire locally right away," Chamberlain said.
Trustees raised concerns about conversations with bargaining units, whether recruits would enter under the same collective‑bargaining terms, and what support would be provided to help recruits and their families integrate and remain with the district. Trustees also asked whether H‑1B pathways lead to green cards and eventual citizenship; Trustee Flores noted the H‑1B path can lead to permanent residence but is not an automatic route to citizenship. Staff said they will continue coordination with unions and return with more information on employee supports, mental‑health and family services and community integration.
The motion to approve the contract passed on roll call (4 ayes, 1 absent).
