The Vallejo City Unified School District board on Wednesday approved a contract with Graduation Alliance to locate and reengage students in grades 7–12 who have been fully disengaged from school.
Assistant Superintendent DePaseo told trustees the vendor is a pay‑for‑success provider: the district would only pay for students the vendor reengages and who generate attendance (ADA). "If they fail, we don't pay them at all," DePaseo said, adding the vendor uses unconventional outreach—including social media—to find students whom district staff have been unable to reach.
Trustee Carlos Flores pressed staff for data on how many Vallejo students meet the contract’s target definition of "fully disengaged." DePaseo said the district does not yet have an exact count and will need to work with the vendor to identify targets; he cited the vendor’s national experience of reengaging as many as about 75 students in other districts. Trustee Rusty Hodges described the arrangement as "a win‑win" because the district receives some ADA it currently does not capture if students return.
Trustees also asked for follow‑up reporting on outcomes and return‑on‑investment; staff committed to providing numbers and monitoring implementation. The motion to approve the contract passed on a roll call vote recorded as 4 in favor, 1 absent.
Next steps: staff will meet with Graduation Alliance to identify target students and return to the board with implementation details and outcome reporting plans.
