The staff presentation said the kiosk definition will be left in place for now while staff prepares a separate, more comprehensive mobile‑vending/kiosk update.
On appeals, staff explained that an appeal will stay (halt) related actions, the city is adding a council 'call for review' option so the council can pull a matter within the appeal period, and the code will state a uniform 10‑calendar‑day appeal period with a filing deadline of 4 PM. Staff and commissioners discussed wording to reduce public confusion about how to count days; commissioners suggested including the final appeal date and time in decisions or staff reports to make deadlines clear to applicants.
A commissioner moved and the commission seconded a resolution recommending council adopt the Title 14 changes; the motion passed unanimously on roll call. Staff said more zoning‑code items will return in future hearings.
