One member said Skidmore served the city and county for about 28 years; another noted the resolution was planned as a surprise for family members who attended the meeting. The committee approved the resolution by voice vote.
The committee agreed to waive the rules to allow brief remarks and to present the resolution; the item will be handled at the next appropriate meeting for formal recognition.
