Library trustees, county attorney discuss legal status and board authority

Members of the Garfield County Library Board of Trustees met with county officials and the commissioners on Feb. 11 to review the library’s organizational status and how that classification affects board authority.
County Attorney Adam Forslund attended the discussion, joined by County Clerk Charlie Saylor, Human Resources Director Tasha Powell and several trustees including Jennifer Crawford and Karen Gibbs. Participants focused on whether the library was established as a county library or as a free public library; that legal distinction will determine the board’s duties and the county’s administrative responsibilities.
No formal decision was recorded at the meeting; attendees agreed the issue must be clarified so the board and county can define responsibilities, staffing and oversight going forward.
