Pasadena ISD board adopts several policy revisions, including changes to instructional materials and disclosures

Trustees approved multiple TASB-recommended policy updates Aug. 27: expanded TPIA training authority (BBD Local), new recommended ethics/disclosure language (BBFA Local), consolidation of safety/security policies into a new CKE Local, deletion of CKEA Local, and changes to instructional materials procedures (EFA Local).
At its Aug. 27 meeting, the Pasadena ISD board approved a package of policy updates recommended by the Texas Association of School Boards and explained by General Counsel Hun.
Hun said the packet included six TASB-updated policies (four revisions, one new policy, one deletion). Highlights she identified:
- BBD Local (training and orientation): new language tied to Texas Public Information Act compliance and House Bill language authorizing the Attorney General to require trustees to complete additional TPIA training following certain violations; Hun said such training would generally be required only when the AG determined it appropriate and that it could not be delegated.
- BBFA Local (ethics/conflict of interest): added recommended language encouraging board-member disclosure of financial or personal interests beyond statutory minimums.
- CKE Local (new): a consolidated safety, program and risk-management policy that moves provisions from CKEA Local into one policy; notable additions include limitations on off-duty/ non-school employment by commissioned officers without prior written approval, added guidance on body-worn cameras, interlocal/mutual-aid language, and procedures for peace officers providing security services.
- Deletion of CKEA Local: Hun said relevant provisions have been moved into the new CKE Local to streamline policy locations.
- EFA Local (instructional materials): revised selection language removed a previous "shall" that required supplemental materials be chosen from the State Board of Education list and replaced it with a more permissive "may"; Hun also said the pool of individuals allowed to request reconsideration of instructional materials was narrowed to district employees and parents/guardians (removing district residents and 18-year-old students), and the director of library services was designated to receive requests and coordinate the reconsideration committee.
Trustees discussed the updates briefly and approved the revisions by motion. The board recorded the actions as part of the regular policy section of the agenda.
What it means: The EFA changes alter who can formally request reconsideration of instructional materials and give the district more discretion in selecting supplemental resources; the ethics update encourages transparency beyond statutory disclosures; the safety-policy consolidation gathers several security-related provisions in one location for easier reference.
