Peoria schools say MOU with police will speed access to campus video; district keeps control of footage

Superintendent Dr. Corot told the Peoria SD 150 Board of Education on March 9 that a memorandum of understanding with the Peoria Police Department is intended to make sharing school video footage more efficient during serious incidents while keeping ownership and control of footage with the district.

"This does not change ownership or control of our cameras or video," the superintendent said during the meeting, adding that under the agreement the district would determine what is shared and that the intent is not routine monitoring but faster response in legitimate emergencies. He framed the MOU as a process improvement for situations that currently require multiple offices and days to produce footage for law enforcement.

Dr. Corot cited a recent incident involving a stolen vehicle that required several offices and several days to collect and copy video, saying the new system would reduce that latency. The superintendent said the district vetted the agreement for more than a year and believes it is a positive step for student and community safety.

The MOU appeared on the consent agenda as Item 11 and was approved as part of that package; the roll call on the consent agenda showed six ayes. Board discussion at the meeting did not reopen the MOU for separate debate, though members later referenced the partnership in acknowledgments.

District officials stressed that the change is procedural: police already request video when incidents occur, and the agreement aims to speed that exchange rather than transfer continuous ownership or enable routine remote monitoring.

The board did not set a separate public hearing or additional conditions for the MOU at the meeting; staff said more information on operations and reporting would be handled through routine channels.
