Summary
On first reading the board reviewed five updates in the 500 series: recommendation to remove Policy 508 (student groups) due to overlap with Policy 801 (equal access); minor updates to student-disability nondiscrimination (cites Section 504); clarifications to use-of-force/peace-officer language for students with IEPs; wellness policy language edits; and school-meals updates aligned with recent MDE rules.
The policy committee presented five student-focused policies for first reading and invited feedback prior to a second reading.
Committee members recommended removing Policy 508 (school-sponsored curriculum and non-curriculum student groups and activities) because a newer district policy (Policy 801, equal access to school facilities) now covers those responsibilities, and counsel advised that 801 is more concise and appropriate. The committee recommended minor language updates to Policy 521 (student disability nondiscrimination) to align with Section 504 of the Rehabilitation Act of 1973.
Policy 532, which concerns the use of peace officers and crisis teams to remove students with IEPs, was discussed as a rare but necessary procedure and the committee recommended aligning the policy language with statutory restraint language and clarifying the role of school-resource officers. The committee described Policy 533 (wellness) edits as minor grammar and wording changes and said Policy 534 (school meals) was updated to align with recent Minnesota Department of Education regulations that enable free meals for all students on campus in specified circumstances and to clarify family communications required at the start of each school year.
Committee members said these items are on first reading and will return for a second reading; they asked the board and community to review materials and provide feedback.
