District and Northwestern State University outline lab-school MOU; district to assume principal salary

Summary
Administrators said a proposed MOU would make NSU responsible for facilities while the district handles operations; the board was told the district would assume one principal salary (estimated at about $100,000) and delay custodial staff transfers until 2027–28 to avoid immediate budget impact.
Administrators updated the board on a memorandum of understanding with Northwestern State University (NSU) regarding two lab schools.
Superintendent Eloy said the current MOU drafts place facilities upkeep and capital costs with NSU while the Natchitoches Parish School Board would manage operational staffing and school operations. Eloy recommended the board allow the MOU to move forward and said one principal position previously covered by NSU would become a district expense.
"For the principal position that with everything involved ... that's usually right at a 100,000," Eloy said when asked about the district cost. He added that custodial staff transfers NSU originally requested for 2026–27 were negotiated to delay until 2027–28 so the district could absorb staffing changes through attrition and make the change budget-neutral.
Board members asked for clarity on tuition allocations, prior uses of tuition for projects, and what parts of maintenance and emergency repairs NSU has paid historically. Administrators said NSU recently covered a major fire-suppression replacement and that donors had pledged infrastructure improvements to be handled by NSU.
