Planning commission approves road names for Bailey Park townhomes

The staff member told the commission the final plat and a road-name petition were reviewed by county staff and the emergency-services director, who found no conflicts with existing road names. "The staff finds that the road-name petition is in compliance with Jasper County Road Name Ordinance," the staff member said, and recommended approval of "Black Duck" and the second requested name.
Commissioners asked procedural and logistical questions, including whether a fee applies and who would perform inspections and as-builts. One commissioner asked why applicant contact information was included in the packet; staff said the county had been removing petitions that included contact details from online materials after reports that third parties contacted applicants and tried to extort payment. "We actually pulled the road-name petition out because it leaves the applicant's contact information on there," the staff member said.
A commissioner moved to approve staff's recommendation and the motion carried by voice vote. The commission did not record individual roll-call votes in the transcript.
The staff presentation noted that road naming in unincorporated Jasper County is governed by the county ordinance and that private roads are named to facilitate postal delivery and emergency response; the ordinance requires planning commission approval for new road names. The developer is required to provide as-built records and a signed, sealed letter from the design engineer certifying that infrastructure was built according to approved plans before project closeout.
The commission also discussed timing: staff said the applicant intends to include road-name documentation with the phase 2 plat so naming and plat approval can be processed together.
