Beavercreek City Council on a unanimous voice vote approved a Local Public Agency agreement with the Ohio Department of Transportation to advance the Kemp Road widening project from Meadow Court Drive to Blue Wing Drive.
City staff told the council the project’s engineering costs are about $375,000 (local share) and the anticipated federal contribution is roughly $1.8 million. Staff said the current local cost estimate is approximately $4.8 million; an Ohio Public Works Commission grant will cover up to 20% of the local share, capped at $960,000. Construction is scheduled for 2027, with a projected 365‑day duration.
“The local share with our current estimate of 4,800,000…the OPWC grant helps with the local share up to a maximum of $960,000,” city staff said during the presentation. Staff also said the city has been coordinating with Shaw Elementary to minimize school‑year impacts once work begins.
Council members pressed staff on the project schedule and traffic impacts. Staff said design work is ongoing and the city will continue coordination with the school district and residents about driveway access and potential staging; the city expects to finalize costs as the design and grant adjustments are completed.
The resolution (26‑20) passed following a motion and second. Under the agreement the city will administer federal funds for construction and continue to seek and apply available state and local grants to reduce the net local obligation.
Next steps: staff will finalize design costs and update council with refined estimates and any grant award adjustments; construction outreach and coordination with the school district were flagged as upcoming implementation items.
