Tustin staff reports 8.2% citywide vacancy rate under AB 2561; no unit exceeds 20%

Derek Yasuda, Tustin’s director of human resources, presented the annual AB 2561 report to the council on Jan. 20, reporting a citywide vacancy rate of approximately 8.2% as of Jan. 1 and noting that no bargaining unit exceeded the statutory 20% threshold that would require additional action.
Yasuda told the council that the city’s vacancy numbers are similar to last year’s and that staffing shortages are being addressed through ongoing recruitment and retention efforts. He noted timing effects can influence reported percentages and identified emergency dispatch positions as among the hardest to fill; Council Member Fink asked about the TPSSA rate, which Yasuda said was about 19% and likely reflects timing and hard-to-fill roles such as 9‑1‑1 dispatchers.
The council received and filed the report; no bargaining unit presented at the hearing. Yasuda invited bargaining units to present if they wished and said staff continues to pursue creative recruitment approaches.
