Duchesne County Commission approves major road maintenance contracts and routine county business

On April 6 the Duchesne County Commission approved a $462,500 striping contract and a $1,191,161.50 asphalt emulsions contract, approved a BLM weed-control contract amendment and a set of routine administrative items including five business licenses, vouchers and payroll.
Duchesne County Commissioners on April 6 approved key road maintenance contracts and a slate of routine administrative actions during a combined working and regular session.
Jeff Baker of Jones & DeMille Engineering recommended awarding the county’s 2026 striping contract to RoadSafe Traffic Systems, Inc., which submitted the lone bid of $462,500. Commissioner Tracy Killian moved to accept the bid; Commissioner Jeff Chugg seconded and the motion passed unanimously, with Commissioners Killian, Chugg and Chairman Greg Miles voting aye.
Baker also recommended continuing the county’s long-standing relationship with Peak Asphalt, LLC, for emulsions. Commissioners approved the single $1,191,161.50 bid from Peak Asphalt on a motion by Commissioner Chugg, seconded by Commissioner Killian; the motion passed unanimously.
In other business, Weed Control Director Braxton Spencer presented an amendment to the county’s Bureau of Land Management (BLM) contract for noxious weed control that reduces funding to reflect unused funds from 2025. Commissioner Jeff Chugg moved to approve the amendment and authorize the chair to sign; Commissioner Killian seconded and the motion passed unanimously.
The commission approved five new business licenses presented by Chief Deputy Clerk-Auditor Lexie Clayburn (Slow Foxtrot Rentals LLC; Diesel Repair Services, LLC; DuraBuilt Decks, LLC; Double D Services; Lazy B Trucking Services, LLC) and authorized vouchers totaling $481,905.81. Deputy Assessor Brandi Winterton asked the commission to waive penalties and interest for a trailer owner displaced from a trailer park near the Roosevelt airport; the commission approved a $314.01 credit. Commissioners also approved declared surplus items (including a 2013 Ford Explorer), payroll for the period ending March 28, 2026 (214 employees paid), and the minutes of the March 30, 2026 meeting.
Most motions in the meeting were unanimous; the commission recessed from 10:32 a.m. to 10:53 a.m., discussed calendar items and Human Resources updates (including firefighter and seasonal openings), held closed sessions on litigation/real property and personnel matters, and adjourned at 12:10 p.m.
