Student urges commission to revisit Red Hill Specific Plan, requests bike lanes and mixed-use housing

During public comment, Matthew Sicek, a senior at Legacy Magnet Academy, told the Planning Commission he has researched the Red Hill Specific Plan and has observed little progress “since 2039,” and urged the city to revisit the plan to support more mixed-use and lower-cost housing and safer bicycle infrastructure.
Sicek said mixed residential and commercial uses could create walkable, bikeable neighborhoods and asked whether environmental impact reports or other steps were incomplete. “Especially California being in a housing crisis and a lot of people being priced out in Orange County, I think it's a good opportunity to them be mixed in with, like, commercial and residential uses for lower cost,” he said.
Chair Douthat and staff thanked Sicek for his civic engagement; Douthat applauded his participation and asked staff to follow up. A commissioner offered to contact him directly, and staff confirmed Sicek's contact information was on the request-to-speak form.
