City Council authorizes bidding on Legacy Park Phase 1; commission readies calls for artists for sculpture walk pedestals

Staff told the commission that the Tustin City Council authorized the bid process for Legacy Park Phase 1 improvements at a recent meeting. Phase 1 includes landscape work and five sculpture-walk pedestals (three large, two small) at previously identified locations; staff expects bidding in about a month and said construction could start in summer depending on bid outcomes.
Phase 2 of the Legacy Park project is undergoing value engineering to reduce earlier cost estimates and has been pushed back for bidding until the fall; staff estimated Phase 2 completion in mid- to late-2027 because of the project scale. Commissioners discussed whether pedestal installation would require commission funds; staff said pedestals were being provided as part of the public-works project and that the commission currently has earmarked funds for art (about $25,000 from Brookfield and an earlier TACFA promise of roughly $25,000). The commission agreed it can revisit sponsorship conversations with the city manager if additional funding is needed later.
Staff indicated that once pedestals are in place, the commission will start a call for artists to select sculpture pieces for the walk. A future staff report will return with timing and details about the call for artists when the construction schedule is clearer.
